Grants for businesses closed from 2 December 2020 (Tier 2) or 26 December 2020 (Tier 4 and lockdown)

This page gives information on grants that are available for businesses that were closed in tier 2, tier 4 or national lockdown.

It includes information on the recently announced Closed Business Lockdown payments.

Grants for businesses in the ratings system that were required to close under tier 4 and lockdown

Businesses in the West Suffolk area who were required by Government to close between 26 December 2020 and 15 February 2021 can apply for grants if they were:

  • trading as usual during December
  • liable for paying business rates as at 26 December 2020
  • required to close. Businesses who chose to close are not eligible
  • not in administration, insolvent, or subject to a striking off order on 26 December 2020.

Businesses that set up a click and collect service and restaurants who provided a takeaway service are still able to claim grants as their substantive business was closed.

The value of the grant varies depending on the business premises’ rateable value. These are combined grants, that include both payments for tier 4 (Local Restrictions Support Grant (Closed) and the Closed Business Lockdown Payments announced by Government.

Please note: Businesses do not need to apply separately for the Closed Business Lockdown Payments announced by Government on 5 January.

Businesses who applied for tier 2 grants for open or closed businesses before 11 January will receive smaller grant amounts than the above table. This is because the grants already paid covered the period 26 – 29 December 2020. This situation has arisen because council were originally instructed to pay grants for 14-day periods, but this guidance had to be overturned when tier 4 was announced at short notice in West Suffolk. Details of the relevant grant amounts are set out in the eligibility criteria document.

If the period of lockdown is extended beyond 15 February 2021, West Suffolk Council will make automatic payments for the further period. This is explained in the eligibility criteria.

Eligible ratepayers can apply for business support grants using an online application form.

Grants for businesses outside the ratings system that were required to close, or are in the supply chain for closed businesses

The following business types that are not eligible for the main Government scheme can apply for grants under the Additional Restrictions Grant Closed January and February :

  • Market traders whose stalls were required to close
  • Small bed and breakfast businesses
  • Businesses occupying shared premises
  • Home-based businesses
  • Mobile businesses
  • Businesses in the supply chain for hospitality, leisure and events
  • Community centres attached to places of worship

Grants for wet-led pubs who were required to close between 2 and 25 December 2020

Wet-led pub businesses who were required to closed during the period 2 December to 25 December 2020, because they did not serve table meals, can apply for grants.

To qualify for this grant, your business must be in the West Suffolk area and during December, have been:

  • required to close due to Government Tier 2 restrictions (see definition below). Businesses who elected to close for other reasons are not eligible
  • trading as usual prior to the date the national restrictions came into force in week commencing 2 November 2020
  • liable for paying business rates as at 2 December 2020.
  • not in administration, insolvent, or subject to a striking off order on 2 December 2020.

The value of the Tier 2 grant varies depending on the business premises’ rateable value:

How to apply for Tier 2 grants and one-off Christmas Support Payment grants

Eligible ratepayers can apply for business support grants using an online application form. This is the same form that needs to be used to apply for Tier 4 and lockdown grants, so businesses can make a single application.

Some pubs that were closed during December can also use the application form to apply for the one-off Christmas Support Payment, if less than 50% of their pre-COVID income came from food sales.
