Council constitution
The Constitution outlines the way the Council's decision making structure will operate. The Constitution covers key areas including:
- how meetings are conducted
- the functions of the Council, the Cabinet, the Overview and Scrutiny Committee and other committees
- how Members are appointed to and removed from the Cabinet
- how and when decisions may be made by individual Members or individual officers
- Members' allowances
- how Members and officers should conduct themselves
- the role of the Standards Committee
- audit procedures, financial rules and rules relating to contracts
